Role Purpose:
 
To effectively implement the SC education programme activities of the DFID Cash Transfer project in Garissa County, she/he will ensure quality delivery of programmes and maintenance of high professional standards of all our education programmes.

Scope of Role

Reports to:
Project Coordinator

Dimensions: Save the Children has been operational in Kenya since 1984, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners. 
Current programming focuses on child protection, child rights governance, education, health, HIV/AIDS, livelihoods, nutrition and WASH. 
Save the Children has an operational presence in Dadaab Refugee Camp, Eldoret, Habaswein, Mandera, Meru and Wajir and has a logistics hub in Garissa. 
Currently, we have a staff complement of approximately 370 staff and expenditure of approximately US$30 million this year.

Key Areas of Accountability:
  • Work as part of a team to ensure quality programming
  • Travel frequently to implementation sites to liaise with community leaders, local governments and beneficiaries to ensure continued participation and support for the project.
  • Carry out regular monitoring activities and engagement with schools and communities to support project activities.
  • In collaboration with the education officers, establish Community Accountability Committees (CAC) in targeted areas and train the CAC members
  • Liaise regularly with the CACs to ensure that grievances are responded to promptly and effectively.
  • Support families participating in the cash transfer programme by providing information related to programme processes and procedures and troubleshooting any challenges.
  • Provide inputs for the development of strategic and operational plans in collaboration with Education Programme Management and partner agencies.
  • Support the timely production of reports as required by the grant
  • Document programme learning and disseminate lessons learned to key stakeholders in the field and to SC Management.
  • Ensure field staff adherence to the child protection policy and reporting procedures.
  • Undertake any other duties as assigned by the Project Coordinator, Education Manager or other key Management Staff.

Qualifications and Experience
  • Bachelor’s degree in education/ social sciences or its equivalent
  • Minimum of three (3) year work experience implementing cash transfer programmes with development-related organisations
  • Knowledge of education in emergencies, education sector policy, child rights and protection issues
  • Experience of facilitating community-based training and awareness raising
  • Strong self-starter, able to take initiative and adapt to changing circumstances and priorities
  • Positive attitude towards community work with emphasis on the ability to learn from communities and support participatory, innovative approaches to problem solving
  • Excellent communication skills and a willingness to be respectful, kind, sensitive and empathise with all children and their care takers
  • Fluent in written and spoken English, Kiswahili and Somali
  • Good report writing skills
  • Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions
  • Ability and willingness to make very frequent field visits to the project areas and communicate directly with field teams and beneficiaries
  • Prepared to live and work in a remote field location in a somewhat uncertain security environment

Desirable Qualifications
  • Previous experience in working with INGOs.
  • Experience of working with communities and other agencies that support education
  • Experience with similar cultural / social contexts.
  • Demonstrable ability to adapt to changing program priorities and emergency priorities that may arise
